What we found was that when we were there with little kids people self policed themselves or one of their buddies did it for them. The best family type baseball we have watched is AAA. The minor league games are great and there are always fun thngs to do. Our new team allows 6 to 12 yos to sit on the field in designated areas. PS some of the rowdiest most out of control fans I have been around were at FF?EMS nights at the games. My experiences with my kids come from the other side of the state. Coors Field in Denver does. I know because we got tickets to it by accident once, and my husband was a wee bit disappointed we couldn't bring beer to our seats. :-) Fans in general at Rockies games are pretty chill and tame.
